Solid Structures, Shifted Ideas: an Alternative Model for Social Housing within the Greater Abidjan

Camille Kevorkian

In response to the housing crisis in Abidjan, now presenting an estimated deficit of 800,000 units, it has become urgent to experiment new approaches. Land speculation, high costs of imported construction materials, and profit-oriented practices of real estate developers have further weakened the sector’s ability to address actual housing needs, making so-called “social housing” inaccessible for most people. At the edge of the city, Anyama emerges as one of the most dynamic zones of expansion within Greater Abidjan. Rather than imposing a rigid model, the proposal adopts an approach anchored in local dynamics and recognizes residents as key stakeholders within a neighborhood comprising public services and economic activities. By prioritizing collective housing to optimize land use and (re)encourage communal living, the project is structured within a cooperative framework. It supports modular expansion and a variety of housing types to satisfy evolving demands while emphasizing the use of local resources. In Ivory Coast, nearly half of household electricity consumption is due to cooling. In pursuit of modernization through western standards, concrete has become the predominant construction material in many West African countries. Yet, earth—a traditional and locally abundant material—is affordable, environmentally sustainable, and thermally efficient. The project positions social housing as a catalyst for inclusion, decentralizing Abidjan by transforming peri-urban areas as fertile ground for innovation and emerging centers of activity. It challenges dominant paradigms, redefining the role of architecture and public policy in fostering equitable cities.
