Small apartments, crowded streets, and impossible renting regulations: the population of Noailles lacks places to be. Yet, 8% of the neighborhood's ground floors are vacant. Providing legal and practical tools, the project imagines a protocol of direct access to these premises, granting much-needed spaces to a network of local associations hosting communal activities. While access may be temporary at first, residents will then be supported to purchase these ground floors, thus subtracting these from the market — while empowering communities.
