Housing as Basic Service: How to Become a Federal Infrastructure

The Swiss federal infrastructure system is robust, well-funded, and legally solid as part of the state’s essential services. Meanwhile, accommodation shortages are becoming more acute. We argue the state is to react to such urgency. What if housing was considered a basic service, just like trains and roads? As such, it may seize the legal tools, budget, and privileges all federal infrastructures enjoy. An new type of housing would emerge, located on federal lands by retrofit, addition, and deconstruction - ushering in new responsibilities and modes of governance.
